舟山岛礁区船舶事故分析及应对策略

摘要:为减少宁波舟山岛礁区的水上交通事故,以2014—2021年舟山岛礁区发生的一般等级及以上的水上交通事故为研究对象,根据不同类型事故发生的频次,按等比例抽样的原则抽取20起典型水上交通事故案例,采用层次分析法(analytic hierarchy process,AHP),从船员素质、船舶状况、航行环境及管理因素4个方面进行定性与定量分析。结果表明:船舶驾驶与值班人员因素是导致舟山岛礁区发生水上交通事故的主要原因,影响权重为0.586,优先级最高。强化值班人员的安全意识,健全规章制度,提升船员的综合素质,是降低船舶发生水上交通事故概率的主要措施。

Analysis and countermeasures of ship accidents in Zhoushan islands and reef

Abstract: To reduce the water traffic accidents in Zhoushan islands and reef area of Ningbo, the water traffic accidents of general grade and above in Zhoushan islands and reef area from 2014 to 2021 are taken as the research object. According to the frequency of different types of accidents, 20 typical cases of water traffic accidents are selected according to the principle of equal proportion sampling, and the analytic hierarchy process(AHP) is used to analyze the quality of crew, ship condition qualitative and quantitative analysis of navigation environment and management factors. The results show that the factors of ship driving and duty personnel are the main causes of water traffic accidents in Zhoushan islands and reef area, with the influence weight of 0.586 and the highest priority. Strengthening the safety awareness of the personnel on duty, improving the rules and regulations, and improving the comprehensive quality of the crew are the main measures to reduce the probability of maritime traffic accidents.
